NGCB to consider massive changes to state’s technical standards

The Nevada Gaming Control Board will consider proposed revisions to several of the state’s Technical Standards for Gaming Devices and Associated Equipment at its next meeting 7 October, spanning everything from slot systems to cashless wagering accounts, race and sportsbooks and more.

A total of 10 standards are up for revision, and the draft dates for the proposals range from June to August. The board notified licencees about the compilation of revisions and the meeting date on 4 September. Interested parties may submit comments ahead of the hearing through 5 October.

The extent of the revisions vary, but most are somewhat significant with regard to language that is being added or omitted. Proposed changes to Standard 9 (digital parimutuel systems), for instance, include mostly small additions, whereas Standard 3 (slot metering systems) has entire sections added and subtracted. Explanatory notes for the edits are frequent throughout all of the proposals.

While Nevada is considered the top gaming state in the US, its regulatory framework related to technology has been seen as slow-moving and cluttered in comparison to other up-and-coming jurisdictions around the US. Ever since NGCB Chair Mike Dreitzer took over last June, modernisation has been a top priority, and these latest revisions are an extension of that.

“We finally got to a point where we said, you know what, let’s drop all our other efforts right now and get these over the finish line and get them up for comment so that we can make sure that we’re current with things,” Jeremy Eberwein, chief of the board’s Technology Division, told iGB.

Moving everything to one place

The bulk of the work revolved around compiling and codifying the technical information in one place, Eberwein said. There were some existing Technical Standards, but other requirements lived in the state’s Minimum Internal Control Standards, which are a broad mix of technical and procedural requirements.

The goal is to make it easier for licencees to find technical information in one definitive source rather searching across multiple libraries. Most of the explanatory notes in the revisions refer to adaptations from MICS and other sources. This process has been years in the making, Eberwein said, with work stopping and starting at various points.

“We had various iterations of the drafts internally probably going back at least a decade, and just never made it to the finish line for various reasons,” he explained.

The board is hoping that the proposal drafts or more or less finalised, though there will likely be input from stakeholders during the comment period and at the hearing. One group that typically weighs in on such matters, the Association of Gaming Equipment Manufacturers, did not respond to a request for comment by Friday’s deadline for publication. Depending on the amount of feedback or potential objections from the Nevada Gaming Commission, the new standards could be adopted and published by year’s end.

Critical time for NGCB

Overall, it’s been a busy stretch for the board since the start of 2025. In that time the regulator has issued five multimillion-dollar anti-money laundering fines to entities on the Las Vegas Strip, an unprecedented run of sanctions for America’s gambling capital.

Four of the investigations — those involving Resorts World Las Vegas, MGM Resorts, Caesars Entertainment and the Venetian — centred around AML violations related to illegal bookmaker Mathew Bowyer, who was placed on the state’s exclusion list in April. The other case involving Wynn Las Vegas did not pertain to play from Bowyer.

Wynn forfeited $130 million to the federal government for a slew of proxy betting violations, which was “believed to be the largest forfeiture by a casino based on admissions of criminal wrongdoing”, per federal prosecutors.

Dreitzer’s expiring term

Internally, the board has also been hard at work revising and overhauling several sets of regulations, including rules for gaming salons, AML reporting and now technical standards. Dreitzer represents the fifth NGCB chair to take office since 2019, and the partial term he inherited runs through January 2027.

He told iGB earlier this year he’d “certainly be interested” in a full four-year term after the current one expires. With a background in suppliers and testing labs, Dreitzer is acutely aware of the technical challenges facing the state.

“When I started here, I had multiple conversations with various licensees who operate across multiple jurisdictions, and the consistent commentary I heard was that they would go to Nevada last, if not never at all, because there was concern about the time it would take, the lack of regulatory consistency, the lack of clarity,” he told iGB in January. “So when I came in, in view of the mandate from the governor and the work began by Chair Hendrick, I felt I needed to do something.”
