Land-based gaming revenue continued to decline in the Netherlands.
The Netherlands.- The Dutch gambling regulator Kansspelautoriteit (KSA) has published its 2025 market scan, providing an updated view of the performance of regulated gaming in the Netherlands. It reports that gross gambling revenue in the regulated Dutch market remained level year-on-year at €4.3bn in 2024. However, there was a continued decline in the land-based casino segment.
Dutch casinos have been struggling to recover since the Covid-19 pandemic. The KSA had reported in its 2024 market scan that their revenue had bounced back to pre-Covid levels, but the new report comes with a correction noting that this claim was based on an incorrect calculation of inflation.
Land-based gaming revenue in 2024 was down 5.5 per cent year-on-year to €1.30bn, although the sector still represents almost a third of the Dutch gambling market. Physical slot machine revenue dropped 5.4 per cent to €654.4m, although machines at Holland Casino venues held up, rising by 0.5 per cent to €396.1m.

The number of gaming arcade machine player positions fell by 15 per cent in 2024 to 20,997, while places at Holland Casino fell 0.3 per cent to 6,233. There was a notable rise in machines at gastronomic venues, where the number rose by 17.35 per cent to 7,992. Meanwhile, land-based table games revenue fell 9.3 per cent to €247.6m.
Lotteries remained the largest segment in the Dutch gambling market, with revenue rising by 3 per cent to €2.42bn. This represented 34 per cent of all gambling revenue for the year. Eurojackpot revenue continues to drive growth, while lotto revenue has been falling.
Online casino gross domestic product was down by 1.1 per cent and accounted for 26 per cent of the market. However, online sports betting was up by 17.7 per cent to €352.6m and land-based sports betting revenue by 27.4 per cent to €77.1m. Horse racing accounted for €3.9m of the total.
The report also shows that Dutch gambling tax collection in 2024 reached €1.03bn. Tax from land-based casino activity was €396.1m, only slightly lower than in 2023, while online casino generated €342m, up 2.2 per cent. Lotteries contributed €156.3m, online sports betting €107.5m and land-based sports betting €23.4m.
However, the KSA has already noted that Dutch gambling tax collection is trending down in 2025 following the introduction of new player deposit limits towards the end of last year and a rise in gambling tax to 34.2 per cent in January. Dutch gambling tax is set to rise against to 37.8 per cent of gross gaming revenue from January 1, 2026.
