Spain gambling deposit limits set for 2027 rollout

The new framework will give regulators real-time oversight of player deposits while creating a single view of gambling activity for consumers.

Key takeaways:

• Spain’s DGOJ has launched a joint deposit limits system and a centralised Player Portal for online gambling players.
• Deposits across all licensed operators will be aggregated, with further deposits blocked once a combined limit is reached.
• Default combined limits are set at €700 per day, €1,750 per week and €3,300 over four weeks.
• The Player Portal will let users view gambling activity across operators, manage limits and identify accounts registered in their name.
• Licensed operators must complete technical integration before the targeted implementation date of 26 March 2027, as regulators increase compliance oversight.

Spain’s gambling regulator is moving into the next phase of its safer gambling strategy with the launch of a nationwide deposit monitoring system and a new Player Portal for consumers. The measures extend oversight beyond individual operators to create a centralised framework for tracking spending, improving transparency and strengthening player protections. The initiative also raises the pressure on licensed operators, many of whom have criticised the pace and clarity of the technical implementation process.

Spain.- Spain’s gambling regulator, the Directorate General for the Regulation of Gambling (DGOJ), has launched two major initiatives aimed at strengthening player protection and compliance standards across the country’s online gambling sector. The measures comprise a new centralised common deposit limits system and a centralised Player Portal. Both are intended to provide consumers with greater oversight of their gambling activity and reinforce responsible gambling safeguards across licensed operators.

Under the new joint deposit limits system, deposits made by an individual across all licensed gambling operators will be combined and monitored centrally. Once a player reaches the applicable threshold, further deposits will be blocked across all of their accounts, regardless of operator.

The DGOJ has entered the testing phase of the system, with all licensed online gambling operators in Spain required to complete integration before Royal Decree 520/2026 enters into force on March 25, 2027. Default limits are set at €700 per day, €1,750 per week and €3,300 over four weeks. These thresholds will operate alongside the deposit controls already in place at individual operators.

Players will be able to amend or remove their combined limits through a dedicated process that includes additional information about gambling-related risks. Any increase or removal of a limit will only take effect after three working days, while limit increases will be restricted to one application every three months.

To oversee compliance, the regulator will operate a technical platform capable of checking deposits in real time. This is intended to minimise the unnecessary exchange of information between operators while maintaining personal data protections.

New Player Portal for gamblers in Spain

Alongside the deposit limit framework, the regulator has also unveiled its new Player Portal, which will provide consumers with a single location to access information currently spread across multiple gambling accounts. Users will be able to review deposits, stakes, winnings and losses, alongside detailed activity histories and aggregated statistics. The service will also allow consumers to identify all gambling accounts registered in their name, a feature aimed at helping detect potential identity theft.

Additional tools include personalised spending and activity alerts, management of combined deposit limits and downloadable activity certificates covering complete tax years. Access to the portal will be available free of charge through Spain’s Cl@ve digital identification system.

The Spanish regulator has faced criticism from operators, who have argued that consultation and technical guidance from the DGOJ over the new projects has been insufficient. On the other hand, DGOJ Director General Mikel Arana has criticised the industry body Jdigital, suggesting that it did not engage sufficiently during the early stages of consultations. He has expressed surprise that operators had not yet effectively connected to the system.

With the March 2027 implementation deadline approaching, operators are under increasing pressure to complete technical integration as the DGOJ moves towards full deployment of the new measures and tighter compliance oversight.
